Our region experiences wildfires and flash floods on a seasonal basis. During the Holy Fire, our infrastructure investments were hard at work. Fire personnel had the water they needed - where they needed - and not one home was lost. As your Division 4 Director, I have worked to ensure the infrastructure investments are part of both short and long-term planning. I have developed relationships and used my experience to seek new funding sources such as grants, State Revolving Fund loans and Federal funding streams to offset the costs, protect our ratepayers and deliver reliable water service at the tap and at the hydrant.
Water quality is the most important service EVMWD provides. Investing in water quality improvements is important to public health and our community. As new contaminants are discovered and regulated, long-term planning needs to include water quality improvements, infrastructure upgrades and advanced technology monitoring and sampling equipment. Increasing regulations and related expenses require a firm understanding of the complexities of water, regulations and experience. As your Division 4 Director, I have worked hard to ensure water quality projects remain are a top priority.
With almost a billion dollars in assets, EVMWD is a critical part of our community, economy and region. Water rates are only a portion of our income portfolio. As your Division 4 Director, I have worked hard both in Sacramento and in Washington DC to build those long-term relationships with funding organizations such as the United States Bureau of Reclamation and the Army Corp of Engineers. These relationships and efforts have resulted in over $12 million in grants, saving the ratepayer additional expenses. I have supported operational efficiencies including renewable energy installations throughout our service areas; those investments have resulted in a $900,000 savings. During this time, I identified revenue from our cell tower leases and worked to create the RARE Program (Rate Assistance for Residents of Elsinore Valley). This program provides water rate assistance to low-income families. Experience matters, especially in regard to fiscal responsibility.
